  • Andrew specialises in regulatory matters,

  • The provision of infrastructure (in particular water and sewerage) - from the design stage, planning issues, work on site and the statutory and financial provisions associated with construction.

  • He can help Independent providers of infrastructure (often know as self-lay operators, utility connection providers or independent connection providers) a tailored service.

  • Water Industry Act 1991 interpretation

  • Regulatory knowledge regarding the provision of water and sewerage connections

  • Practical experience of how connections are delivered on the ground.

  • Complaint and dispute handling across the whole range of water and sewerage disputes.

  • Advice pre procurement, during construction and post construction. Avoiding problems and complaints where possible.

  • Practical advice on all aspects of policy and finance relating to water and sewerage self-lay.

  • Advice on the complex financial arrangements prescribed in the Water Industry Act 1991. This could include assessments of whether the assumptions being used by the water company are legal and equitable.

  • Advice on how to interpret and implement Ofwat’s new Financial Guidance (to be published before the spring of 2012) and its approach to assessing and calculating the appropriate level of developer contribution.

  • Advice on water company approach to network reinforcement and apportionment of costs.

  • Water and sewerage service connection issues and infrastructure charges.

  • Right to connect to the public sewerage system.

  • Planning issues related to the provision of water and sewerage infrastructure.

  • Advice on private sewers and appeals. In particular advice on how best to respond to draft determination reports.

  • Site area charging.

  • Water and sewerage charges and services levied by water companies on business customers.

  • Assisting in managing relations with utility companies ensuring that matters are dealt with by the right people at the right level within the utility.

  • Bespoke training for Water Industry Act 1991 matters. In particular how to understand and navigate your way through the complexities of WIA91; advice on how to best to deal with utilities; how to deal with regulators.

  • Advice on policy development regarding water and sewerage infrastructure and dealing with market players (companies, regulators and consumer bodies).
